President Xi Jinping attended the Davos Agenda World Economic Forum Dialogue Meeting and delivered a special speech


President Xi Jinping attended the Davos Agenda World Economic Forum Dialogue Meeting by the way of video, and published a special speech titled 'let the torch of multilateralism illuminate human’s road ahead' 


Xi stressed that the only way to solve the issues we facing is to uphold and practice multilateralism and promote to build a community of human destiny. To uphold multilateralism in the 21st century, we should keep to the core values and basic principles of multilateralism, at the same time, we should be established in the changing of the world and meet the needs of global challenges. We need to insist on being open and inclusive, being based on international rules, engaging in the consultation and the cooperation, and keeping pace with The Times. China will continue to take an active part in international anti-epidemic cooperation, implement a win-win strategy of opening up, promote sustainable development, advance scientific and technological innovation, and build a new type of international relations. We will work hard to build a community of shared future for mankind.


Xi stressed that we need to address four major issues below:


First, we need to strengthen the coordination of macroeconomic policy and jointly promote a strong, sustainable, balanced and inclusive growth of the world economy. We need to master the present moment, coordinate epidemic prevention and promote the economic development, strengthen macroeconomic policy support, and help the world economy walk out of the shadow of the crisis as soon as possible. More importantly, we need to look to the future and resolve to shift the driving forces , model, and structural adjustment of the world economy,  to prompt the world economy to have a long-term, sound and stable development.


The Second, we should abandon ideological bias and pursue peaceful coexistence and mutual benefit. Each country has its own history, culture and social system, and no one is better or worse than the other. What matters is whether it suits its national conditions, wins the support of its people, brings about political stability, social progress and improvement of people's livelihood, and contributes to the progress of mankind. Without diversity, there will be no human civilization. Differences are not terrible. The terrible thing is pride, prejudice and hatred. The terrible thing is the desire to divide human civilization into three or nine classes. Countries should coexist peacefully on the basis of mutual respect and seeking common ground while shelving differences, should promote exchanges and mutual learning, and inject impetus into the progress of human civilization.


The Third, we need to overcome the gap of development between developed countries and developing countries and jointly promote the development and prosperity of all countries. When developing countries develop, the whole world will have a more solid foundation for prosperity and stability. The international society should fulfill its commitments, provide necessary support to the development of developing countries, safeguard their legitimate rights and interests of development, promote equal rights, equal opportunities and equal rules, and enable people of all countries to share the opportunities and achievements of development.


Fourthly, we need to work together to meet global challenges and create a better future for mankind. A public health emergency like the Covid-19 outbreak will not be the last one, and global public health governance needs to be strengthened. Stepping up to address climate change and promote sustainable development is crucial to the future of mankind. All global issues we facing call for global actions, responses and cooperation.


Finally, Xi concluded that there is only one earth for mankind and there is only one common future for mankind. Whether to cope with the current crisis or create a better future, we needs to work together and cooperate. Practice has proved time and again that any beggar-thy-neighbor approach, any idea of going it alone, any arrogance that is self-indulgent, is bound to fail in the end. Let’s join hands to use the torch of multilateralism to light the way forward for mankind and move forward towards building a community with a shared future for mankind.

The 25th meeting of the 13th session of Standing Committee of the National People's Congress Amended the Animal Epidemic Prevention Law of the People's Republic of China


The revised Animal Epidemic Prevention Law of the People's Republic of China (PRC) was adopted by the 25th meeting of the 13th session of Standing Committee of the National People's Congress on January 22 and to be implemented from May 1, 2021.


The law focuses on establishing a scientific, reasonable and sound legal system for animal epidemic prevention, and promote the transformation from effective control of animal diseases to purification and elimination gradually on the basis of comprehensive prevention.



The revision of the Animal Epidemic Prevention Law is reflected in the following three aspects:


The first, two 'adjustments' should be highlighted. The policy of animal epidemic prevention has been adjusted from 'prevention first' to 'prevention first and combining prevention with control, purification and elimination'. The responsibility for animal epidemic prevention was originally undertaken by the government veterinary institution, and now it was adjusted to others under the animal epidemic prevention system with the core idea of clear responsibility, each taking his own responsibility and doing his best.


The second, the revised law focuses on improving relevant systems and laying a legal foundation for solving problems such as the numerous varieties of animal diseases, the complexity of pathogens and the increased risk of imported animal diseases. The main revision includes: to supplement the missing system originally, such as adding two chapters on harmless treatment and veterinary management of sick and dead animals, to further improve the existing systems, such as the prevention and control of zoonotic diseases, wildlife quarantine, epidemic monitoring, early warning, and the safety tracing mechanism for sanitation and epidemic prevention of the animal and animal product ,to strengthen the original weak links, such as strengthening the basic animal epidemic prevention system construction, strengthen legal responsibility.


The third, the revised law resolves core issues such as mechanisms and safeguards of prevention. Such as defining the responsibility of the main subject of production and operation and the subject of transportation, and setting prohibitive provisions; clarifying the responsibilities of county and township governments in collecting, handling and traceability of sick and dead livestock found in different regions, as well as the regulations on the collection and disposal of sick and dead wild animals found in wild environments; making clear the decision-making body of the plan of harmless treatment site and the mechanism of the harmless treatment; making it clear that financial departments at all levels will provide subsidies for the harmless treatment of sick and dead animals.
